MEDICAID / ACCESS / Health Choices
Eligibility for Children


Many children with a disability are eligible for Medicaid / Access / Health Choices, regardless of family income. This benefit is commonly known as the "loophole" card. UCP's Community Social Services department, as a part of the Covering Kids Initiative funded by the Robert Wood Johnson Foundation, is assisting in the effort to increase the number of children, including those with disability, to obtain health insurance. In many instances, this insurance is available at no, or low cost through Medicaid and/or the CHIP programs.

PATF provides low-interest and 0% interest cash loans to purchase accessible vans, home modifications, stair glides, specialized software and variety of other assistive devices and services typically not funded by medical insurance, waivers or other grant programs. PATF loans can be used in conjunction with grants, waivers or other funding. PATF also helps consumers identify other funding sources.

PATF serves people of all ages, all disabilities and all income levels. PATF has more flexible guidelines than a bank. So, people who have a fixed income, or have had credit problems due to their disability, may still qualify for a PATF loan. Interest rates help ease the financial burden of people for all income levels.

Mini-loans are available in amounts as low as $100 to $1,000 at 0% interest, for devices such as specialized computer software, adapted toys, wheelchair batteries, cushions and other assistive technology. People of all income levels may qualify. Monthly payments may be as low as $20.

Additionally, PATF mini-grants are available in conjunction with mini-loans for households who meet the income guidelines. Examples of qualifying incomes are $14,700 or less for a household of one; $19,800 or less for a household of two. Call the PATF at 888-744-1938 (voice / TTY) for more details.

Low-interest loans in amounts greater than $1,000 and up to $60,000, are available at an interest rate significantly lower than a traditional bank. Approved applicants receive the same current fixed rate, regardless of credit score. Repayment terms are the expected life of the technology. Call PATF for the current rate.
